On April 11, 20-year-old Elizabeth Daly bought a case of water, cookie dough, and ice cream at a Charlottesville store.
As she was walking to her car, several undercover ABC agents confronted her.
She panicked, and two agents say she grazed them with her SUV as she was trying to get away.
Prosecutors have dropped the charges against Daly, and the ABC is reviewing the case.
