Hershberger Road in Roanoke was hit hard by Wednesday's rain and flash floods.
The water quickly flooded a number of intersections.
At least one car got stuck, trapping the driver inside.
Police and rescue crews waded out into the water to rescue the woman.
The driver, Mary Bethea, said the water rose so quickly, there was nothing she could do to get away in time.
"I was sitting at the green light then all of the sudden, whoosh! All of this water came rushing at me. And I tried to get through it but I couldn't get through it," Bethea said.
Luckily, she was not hurt.
